Center for New Liberalism Releases Congressional Tariff Messaging Index for Democratic House Members

WASHINGTON – Today, the Center for New Liberalism released its Congressional Tariff Messaging Index, evaluating Democratic members of the United States House of Representatives on their support for pro-growth, pro-consumer trade policies that lower costs, fight inflation, and strengthen America’s position in the global economy. The scorecard highlights lawmakers who have championed modern trade policies that benefit working families and promote American innovation

“Tariffs are hidden taxes that raise prices for everyone and hurt American competitiveness,” said Colin Mortimer,” Co-Founder and Director of the Center for New Liberalism. “This scorecard shines a light on the leaders in Congress who are standing up against Trump’s protectionism and fighting for trade policies that grow the economy, lower consumer prices, and strengthen the middle class. These are the Democratic champions of pro-growth policies we need more of in Washington.”

Based on their votes, public statements, and legislative efforts, the following members earned the highest score from the Center for New Liberalism on its first-ever Congressional Tariff Messaging Index, and our recognized as CNL Champions for Trade and Growth:

The full scorecard provides a breakdown of how each lawmaker scored on key trade metrics during the 119th Congress. The Center will use the scorecard to inform grassroots advocacy efforts across the country and to recognize those members of Congress who stand up for pro-growth economic policies that lower costs for Americans.

The Congressional Tariff Messaging Index was built by reviewing publicly available information for each Democratic member of Congress, and evaluating the statements, posts, and policy positions we found against our established criteria. Members of Congress can improve their overall scores by following our five principles for effective messaging against Trump’s tariffs.
