Principles for Effective Messaging Against Trump’s Tariffs

Defend the Constitution & Reclaim Congress’s Authority

Support legislation that restores Congress’s constitutional authority over tariffs. Presidents from both parties have abused this power; it’s time for Congress to protect the Constitution, do its job, and bring accountability back.

Call Tariffs What They Are: A Tax

Voters are frustrated by high prices and alarmed by news about the tariffs—Democrats must connect those costs directly to Trump’s tariffs and hold Republicans accountable for making everyday goods more expensive.

Make it Local

Tariffs hit every district differently. Highlight local businesses, workers, and industries harmed by these trade policies. Personal stories bring the issue home and cut through partisan noise – we encourage lawmakers to get creative here!

Be Clear, Concise, and Straightforward

Stick to plain, direct language, and avoid false contrast framing or other rhetorical strategies that risk confusion. When we call Trump’s tariffs harmful but then talk about “smart” or “targeted” tariffs in the next breath, we undermine our own argument.

Offer a Better Path That Works for Today’s Workers

One of the most important statistics to understand trade: only 1 in 5 hourly-wage workers are in goods-producing industries, and even less in just manufacturing. The other 80% work in retail, restaurants, healthcare, and other services, where rising prices hit hardest. Democrats must offer a 21st-century trade agenda focused on lowering costs and growing exports by reengaging with our allies in trade agreements that open markets and lower prices.
