YIMBYs at City Council‘s public hearing on Chapter 42
Houston New Liberals
City Council is finally hearing the changes to housing regulations we’ve been pushing for months, it’s time to show up.
901 Bagby Street Houston, TX 77002
The day is finally arriving. The amendments to the city’s housing regulations (chapter 42 of the book of ordinances) are going to be heard this upcoming Wednesday by city council.
During this period the city council is required by law will allow time for public comments from members of the community. Our attendance is essential.
The proposed reforms include:
- legalizing many kinds of multi-family homes in residential areas
- expanding the legality of ADUs
- removing residential parking minimum in parts of the city
- promoting alleyway and street parking
- prohibiting front-loading driveways on lots that have a frontage of less than 33 feet.
The last three provisions have been the most controversial and so our comments should be oriented at supporting those last three measures.
Each person who signs up beforehand or in person will be granted two minutes to speak. We should use this time primarily to advocate for the measures that roll back parking requirements and support the measures regarding incentivizing street and alleyway parking over the driveway (which reduces walkability and safety).

Then patiently wait for your turn to voice your support for market-based parking, reducing heigh restrictions, curtailing setback requirements, reducing minimum lot sizes, and eliminating unit limits.
